build, cmd/geth, signer: remove clef (#35097) 
`clef` is a great tool, however:

 * It is no longer maintained
 * No one else in the team can pronounce it properly

We are however receiving some slop PRs for it, so I think it's time -
with infinite sadness - to say goodbye.
