Tanvir 17bec615f8 cmd/utils: add IsSet checks for config fields in MakeChain ... Fields like `Preimages`, `NoPrefetch`, `StateHistory`, `TrienodeHistory`, `NodeFullValueCheckpoint`, and `StateSizeTracking` in `MakeChain` now use `ethconfig.Defaults` and only override when CLI flags are explicitly set.
