CPerezz 413374b99f eth: wire partial filter through downloader and handler ... Passes the partial statefulness filter from Ethereum backend through the handler config and into the downloader. The filter is then passed to the snap syncer to enable selective storage/code syncing. Updates downloader tests to accommodate the new filter parameter.
