Details
core: improve chain reset head (#35252) 
This PR does a few things:

- reject `debug_setHead` if the target is even before the pivot block
(if non-nil)
- reject `debug_setHead` if in path mode, the target is not recoverable
- decouple the chain rewinding and state recovery in path mode and
recover the state in one shot
