docs: update account management page to favour clef (#26060) 
Updates account management page to:

    Remove calls to methods in personal namespace
    Prioritize Clef methods over geth account <> where possible

This is a first step to updating docs for personal namespace deprecation.

Documentation of the go-ethereum website

To start a jekyll server run:

docker-compose up

Now you can visit localhost:4000 to look at the site.
